and out of all proportion to the privileges granted to officers in a similar position elsewhere. I propose,
therefore, to effect a considerable reduction in the
leave which may be granted under this General Order,
making the period for which an officer is eligible
depend partly upon the salary drawn, and partly upon his
length of service. These proposals are set out in the
enclosed redraft of General Order 172, which, I trust,
may receive your approval in due course. I should ex-
plain that it is necessary to retain in these new rules
the reference to sterling salaries as there are still a
few local officers on sterling scales, though it has for
some time been the policy of the Government to fix the
salaries of locally domiciled officers in local currency.

I may add that General Orders Nos. 149 and
150, which provide for the grant of extended sick leave
and convalescent leave, have obviated to a large extent
the need for the grant of vacation leave to cover periods
of illness, and that the cases of officers domiciled in
India and Weihaiwei are dealt with under other sections of
the leave Rules.
